The tiny Australian town of Fifield has become the focal point of a major strategic play by the United States government, with a $400 million loan to Sunrise Energy Metals aimed at securing the world’s first primary source of scandium. This critical mineral is prized for its ultra-high-strength alloys and solid oxide fuel cells, but it’s currently in short supply due to China’s export controls on rare earth elements.

The demand for scandium has skyrocketed in recent years, driven by massive increases in defence spending across North America, Europe, and Asia, as well as an investment boom in power-hungry data centers. The US government’s push for secure critical mineral supply chains is a response to China’s dominance of the market, which has led to persistent shortages and price hikes.

The proposed mine in Fifield boasts scandium deposits in high enough concentrations to make it the world’s first primary source of the metal. If production goes ahead as planned, it could satisfy the current level of global demand and provide a much-needed boost to the US defence and industrial base. However, several factors threaten this project: China still has the ability to flood the market with low-cost scandium, potentially squeezing Sunrise Energy Metals’ profits.

China has already used this tactic with lithium, making some Western mines uneconomic. The loan is conditional on a number of milestones, including the construction of a scandium metal refining facility in the US that can produce military-grade compounds. But given the major upfront capital costs required to produce a small amount of the metal, and the threat of low-cost Chinese production, the risks of this investment become clear.

The Pentagon’s $96 million deal with Lynas earlier this year highlights the need for similar protection for Sunrise Energy Metals. The deal included price floors to shield Lynas from potential price crashes, underscoring the necessity for similar safeguards. Success is not guaranteed; the US and Australian governments will need to provide sustained support and investment for this project to succeed.

As long as China has the ability to flood the market with cheap critical minerals, projects like these are vulnerable to price crashes. In light of this, it’s worth considering whether a price floor on scandium is necessary to protect this critical supply chain for the long term. The stakes are high, and the consequences of failure could be severe.

But if successful, this project could provide a vital boost to US strategic security and reduce its dependency on Chinese supply chains. It’s a gamble that demands careful consideration, but also holds out the promise of significant rewards.
