Al Qaeda's Forgotten Frontier: The 1998 Warning That Ignored India In August 1998, three years before the 9/11 attacks, the CIA presented President Bill Clinton with a declassified warning about Osama bin Laden's organization.

The assessment painted a grim picture of an expanding Al Qaeda network that had operatives in over 60 countries and was capable of mounting attacks globally.

The potential targets included India and Pakistan, Egypt, the Arabian Peninsula (Kuwait, Saudi Arabia, and Yemen), Uganda, and possibly Nigeria.
